Upholding Due Process at NAHCON: Why Respect for Administrative Order Matters

The National Hajj Commission of Nigeria (NAHCON) occupies a highly sensitive and strategic position in the management of one of the most important religious obligations for Nigerian Muslims. As such, respect for established administrative procedures, leadership authority and institutional order is not optional—it is fundamental to the Commission’s credibility, efficiency and success.
Under the current leadership of Professor Abdullahi Saleh Pakistan, NAHCON has steadily built a reputation anchored on discipline, transparency and a commitment to the welfare of Nigerian pilgrims. This progress, however, can only be sustained when all officials, across units and hierarchies, demonstrate clear respect for official administrative procedures and leadership directives.
Strong institutions thrive on cooperation. A healthy, respectful working relationship between Directors, Commissioners and other senior officials is essential for productivity, stability and long-term development within NAHCON. When internal processes are followed and leadership authority is respected, decisions are better coordinated, risks are minimized and the collective interest of Nigerian pilgrims is protected.
Unfortunately, instances where operational decisions are taken unilaterally—particularly on critical matters such as the allocation of pilgrims to airlines without formal approval from the leadership—represent gross misconduct and a serious breach of administrative order. Drafting and circulating official documents that bypass the Chairman’s office, while seeking approval externally, undermines internal governance and erodes institutional integrity.
Such actions also have far-reaching implications. Disregard for established administrative lines has reportedly contributed to violations of bilateral agreements with airline stakeholders, including Saudi Arabian counterparts. Respect for BASA agreements is not the responsibility of one office or individual; it is a collective administrative duty that must flow through Directors, Commissioners and ultimately the Chairman, who remains the final approving authority before any external engagement.
NAHCON is undeniably one of the most complex and demanding public institutions to manage. This reality is further complicated when some officials prioritize personal interests over the image of the Commission and the welfare of Nigerian pilgrims. Unruly behavior and disregard for procedure do not only create internal friction—they weaken the system and expose the institution to avoidable crises.
There is therefore an urgent need for all NAHCON officials to recommit themselves to mutual respect, internal discipline and strict adherence to administrative order. Only through unity of purpose and respect for leadership can the Commission continue to progress and deliver on its mandate.
The results of responsible leadership are already evident. The 2025 Hajj operations stand out as one of the most successful in decades, largely due to the positive guidance and principled leadership of Professor Abdullahi Saleh Pakistan. Across key sectors—airline operations, transportation, accommodation in Makkah, Madinah and Mina, as well as feeding—Nigerian pilgrims experienced efficiency and improved service delivery, with minimal complaints.
Attempts by selfish interests, whether internal or external, to undermine these achievements will ultimately fail. The professionalism, good conduct and firm leadership currently guiding NAHCON provide a strong foundation against such distractions.
As the Commission moves forward, sustaining these gains will depend on one critical principle: respect for due process. When administrative order is upheld and leadership is supported, NAHCON will continue to protect its image, fulfill its mandate and serve Nigerian pilgrims with excellence.
